Transportation Disadvantaged Service Plan (TDSP) – Major Update

The Transportation Disadvantaged Service Plan (TDSP) is a document that is developed by the Community Transportation Coordinator (CTC) and Designated Official Planning Agency (DOPA), under the guidance and approval of the Transportation Disadvantaged Coordinating Board (TDCB). The TDSP is a tactical plan with Development, Service, Quality Assurance, and Cost/Revenue Allocation and Rate Structure Justification components. The TDSP contains goals that the CTC plans to achieve and the means by which they intend to achieve them. The Lake~Sumter MPO and its Transportation Disadvantaged Coordinating Board, acting as the DOPA, adopted its current TDSP in 2018.

The ability to access transportation is vital to our quality of life. Those persons who are unable to transport themselves or purchase transportation due to physical or mental disability, income status, or age are considered transportation disadvantaged (TD). These members of the community are therefore dependent upon others to obtain access to health care and social services, education, employment, shopping, and other life sustaining activities. The mission of Florida's TD program is to ensure the availability of efficient, cost-effective, and quality transportation services for the transportation disadvantaged. The Local Coordination Board (TDCB) serves to identify local service needs and provide information, advice, and direction to the Community Transportation Coordinator (CTC) on the coordination of services to be provided to the TD program. The TDCB focuses on compliance with state requirements for TD planning and ensuring that public transportation is accessible to everyone, including the transportation disadvantaged. LCB membership is composed of several representatives such as: health and human services agencies, the elderly and disabled, citizens, and the private transportation industry and is established pursuant to Rule 41-2.012(3), Florida Administrative Code (FAC).

The TDSP is open for public review until April 3, 2023, the public can be involved in many ways. Email the MPO at Michael.woods@lakesumtermpo.com, call at 352-315-0170. The TDCB will meet to review the TDSP on March 13, 2023, at 10 AM for Lake County and 2 PM for Sumter County. The meeting will be held at the Lake~Sumter MPO Office located at 1300 Citizens Blvd., Leesburg, FL 34748. The public can join virtually by using the login information below:
