Welcome to the 2050 Long Range Transportation Plan page, under development. This page will evolve over the next several months to reflect work on the year 2050 transportation vision for Central Florida. Check back often, as the plan takes shape and heads toward approval by the Lake~Sumter MPO Board in late 2025.

What is a Long Range Transportation Plan

The Long Range Transportation Plan (LRTP or 2050 Plan) establishes the vision of Central Florida’s entire transportation system for Lake and Sumter Counties. This plan for the year 2050 will identify current and future transportation needs. Projects must be included in the plan to receive federal and state funding. The plan is updated every five years to reflect the changing dynamics of the region.

The 2050 Plan will examine the current transportation system, establish goals and objectives, and gather public input. A thorough technical analysis, including performance measures, will be used to evaluate needs and look at various future trends that might affect the system. Through coordination with local government and transportation agency partners, the 2050 Plan will produce a cost-feasible plan, a list of projects that the region can afford to build.

Study Partners and Timing

Lake~Sumter MPO is leading the development of the 2050 Long Range Transportation Plan in coordination with our local government and transportation operating partners throughout Lake and Sumter Counties. Additional coordination with other interested parties, including other transportation partners, community members, agencies, businesses, and government entities, will continue throughout the plan’s two-year (24-month) schedule.

Project Milestones

  • Background Data & Existing Conditions (Winter 2024 – Summer 2025) – Assessment of how we use the existing transportation system, identification of the trends that influenced our transportation decisions, and evaluation of which future trends could influence the continued growth of our transportation network.
  • Goals & Objectives (Winter 2024 – Summer 2025) – Establish goals and objectives for the future growth of the transportation system.
  • Technical Analysis, Needs Assessment, and Investment Scenario Planning (Summer 2024 – Spring 2025) – Evaluate multimodal transportation system needs throughout Orange, Osceola, and Seminole counties. Compare alternative investment scenarios that address the identified needs, align with the 2050 Plan goals and objectives, and enhance the transportation system.
  • Cost Feasible Plan Development (Winter 2024 – Fall 2025) – Develop a cost-feasible prioritized list of projects to address the region's transportation needs.
  • Plan Adoption & Implementation (Winter 2025) – Adopt the final 2050 Plan and implement the cost-feasible plan over the coming decades.

2050 Roadway Needs Assessment 

An integral part of the Lake Sumter MPO 2050 LRTP is the identification, evaluation, and analysis of capacity deficiencies on the transportation network to identify initial roadway needs. The purpose of a Needs Assessment is to identify transportation infrastructure that is essential for accommodating future travel demand, addressing safety issues, and meeting the community’s needs for the next 25 years. A Needs Assessment is fiscally unconstrained, meaning that funding requirements for improvements are not considered. The Needs Assessment serves as the basis for the development of the Cost Feasible Plan, which is constrained by anticipated funding throughout the 25-year planning range.
The 2050 Needs Assessment will incorporate incomplete Needs from the 2045 LRTP Update. In addition, it will include the 2025 List of Project Priorities (LOPP) projects and approach, addressing existing needs while also collecting newly identified needs through stakeholder and public engagement.

Needs Assessment Stakeholder Hub site – LSMPO 2050 LRTP Portal   As part of the Needs Assessment, a stakeholder online survey hub site has been developed to identify local agency transportation areas of concern within the LSMPO region. This hubsite also contains information from various standalone master plans developed in tandem with the LRTP 2050 Update, such as the Freight & Goods Master Plan. This hub site will continue to be developed during the 2050 LRTP Update process. Stakeholders are encouraged to send to their teams and complete on their own time. There is currently no deadline for completion.

Needs Assessment Public Update - LSMPO 2050 LRTP Update Needs Assessment Public Survey - As part of the Needs Assessment, a public online survey map has been developed for the public to identify incorporation of transportation areas of concern with the LSMPO region. Concerns are categorized into four different types: Traffic Congestion, Safety, Roadway Conditions, and Other. “Traffic Congestion” refers to areas that experience vehicle delays and backups. “Safety” concerns are areas where you do not feel safe or comfortable walking, biking, or traveling. “Roadway Conditions” refers to areas that need maintenance or improvements, which can be due to flooding or damage. “Other” refers to anything that does not fit into those first three categories. A comment box is available to provide additional details, and the public may input more than one survey response. There is no deadline for completion.
