A TIP must include all transportation projects within the metropolitan planning area that are proposed for funding under Title 23 and Title 49 Chapter 53, United States Code. It must also include all regionally significant projects requiring action by FHWA or FTA, and for information purposes, all regionally significant projects regardless of funding source. These projects include highway, bridge, bicycle, pedestrian, maintenance, transit, transportation disadvantaged, and aviation projects. The TIP is required to be financially constrained by year and include a financial plan that demonstrates which projects can be implemented using current revenue sources and which projects are to be implemented using projected revenues. The public participation process used for the development of the TIP is also used to satisfy the Lake County Transit Services Division Program of Projects (POP) and Sumter County Transit POP as required by the Federal Transit Administration Section 5307 Program. Transportation Disadvantaged Service Plan (TDSP) - Open for Public Review
The Transportation Disadvantaged Service Plan (TDSP) is a document that is developed by the Community Transportation Coordinator (CTC) and Designated Official Planning Agency (DOPA), under the guidance and approval of the Transportation Disadvantaged Coordinating Board (TDCB). The TDSP is a tactical plan with Development, Service, Quality Assurance, and Cost/Revenue Allocation and Rate Structure Justification components. The TDSP contains goals that the CTC plans to achieve and the means by which they intend to achieve them. The Lake~Sumter MPO and its Transportation Disadvantaged Coordinating Board, acting as the DOPA, adopted its current TDSP in 2018.

TIP Amendment News Release
FDOT provides the Lake~Sumter Metropolitan Planning Organization (MPO) with a database annually in April for developing the MPO’s Transportation Improvement Program (TIP). The database is derived from the Florida Department of Transportation (FDOT) Tentative Work Program to be adopted on or before July 1. Year one of the TIP and the work program should always match.
